Parliament Debates Legislative Initiatives Regulating System of Local Self-Government

On October 28, the National Assembly continued the work of the regular sittings.

The parliament adopted in the second reading the draft law authored by the Government on Amending the RA Law on Financial Equalization, and the draft law on Setting the Number of the Members of Inquiry Committee for Studying the Facts Hindering a Fair Trial for Cases Initiated in Courts in Violation of the Distribution Procedure Established by Law, as well as Disciplinary Proceedings Initiated by the Minister of Justice against Judges was not adopted.

Then the debate of the draft law on Making Addenda to the Law on Local Self-Government in the City of Yerevan authored by the Government continued.

The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan answered to the deputies’ questions related to the functions of the city authority, the legalization of autocratically built buildings or managing their further fate.

According to the co-rapporteur, the member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Sergey Bagratyan, the proposed amendments have a meaning of more legal regulation and are aimed to solve numerous problems of Yerevan. The Committee endorsed the draft law.

In his final speech, Vache Terteryan thanked for holding an efficient debate, calling on to vote for the draft.

The RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan presented the package of draft laws on Making Amendments and Addenda to the RA Law on Local Self-Government and the enclosed ones to parliament for debate.

According to the observation of the rapporteur, the proposed amendments will regulate complex legal relations of naming and renaming the internal geographical objects, as well as the organizations of the community subordination, the institutional system of local self-government. Legislative restrictions on naming and renaming of community geographical objects and organizations will also be removed, and additional toolkits and opportunities will be provided to local self-government bodies of the communities.

The rapporteur clarified the issues being in the provisions of the packages of draft in which the deputies were interested.

According to the observation of the member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Sergey Bagratyan, changes in the management system are followed by legally equivalent legislative changes. The co-rapporteur presenting the endorsement of the Head Committee has noted that the proposed legislative initiative is in line with time.
